PROGRESS IN PISGAH

Pisgah of West Chester Association Accomplishments
CROSSWALKS

Our research and communication with ODOT and OKI in April of 2009 succeeded in showing these bodies, via our connections plan, that connectivity existed and justified installing the crosswalks at 2 major intersections on US 42.

Over the course of a day and half of email communication with ODOT, we went from crosswalks should be "part of a connections plan" to we are doing them because "they are just paint"

The key was justifying neighborhood connections that already existed via Timberview to Dimmick Road. This was something the township had been unable to do throughout US 42 road improvment planning.

This improvement was completed with no cost to the property owerns.

CROSSOVERS

Our research and communication with ODOT, WC Township and the utilites resuted in an association meeting that brought all these parties together to discuss the unsightly appearnace of all the crossover utilites in Pisgah. In July of 2008 Bill Hofstetter at Duke, Alison Thomans at Bell, and Gary Napier at TWC., Rick Anton from ODOT along with WC staff Brian Elliff and Bryan Beherman attended our association meeting. On August 28, 2008 we were informed that Gordon Perry and Brian Elliff recommended that the township proceed with an engineering study to eliminate the crossovers.

According to WC Services Department, 11 crossovers were eliminated between addresses 9900 – 9996 and 9432 during the road improvments.  We look forward to working with WC to eleminate even more crossovers in the future.

Connections

  • We identified key sites along 42 as priorities to improve connections as a cost savings alternative to sidewalks.

  • We labored over Hamilton County property records to determine that trail access was possible under I-275 via Bennington and the existing Sharon Woods trail.

  • We identified this trail could be constructed over existing public land without the cost or red tape of dealing with private property owners.

  • We organized and brought all the surrounding government agencies and OKI together in a series of meetings to inform them of our findings.

  • We succeeded in getting the WC Connections committee to recognize and included part of our own Pisgah Connections Plan in the West Chester Connections Plan as Don Burrell of OKI said our plan activities, population and Pisgah Business District is key to any grant applications for government funding of the Pisgah /Sharonville Connection.

Unified Mailboxes

42 was littered with numerous rusted and derelict mailboxes.

Our group researched unified mailboxes and determined that ODOT had already planned to provide new posts and installation....all the township needed to do was provide the mailboxes which was minimal cost and we informed the township of the same.

The Township’s Community Services Director worked closely with ODOT and the Post Office to make this happen at no cost to the property owners

Compete List

  • We succeeded in getting a majority of the stakeholders on 42 to agree to a plan in the form of the Pisgah of WC Vision Plan.

  • We successfully mediated solutions for a number of issues between the states road contractors and property owners during the construction process. Click Here for Journal News Article

  • When Brian Elliff asked about improving the appearance of the corridor, our association researched the possibility of eliminating overhead utilities and found it was a realistic possibility. While Brian said it could not be done, our association pulled together a meeting between the utilities and WC staff, but these improvements would have to wait until after ODOT construction was finished.

  • We succeeded in getting the trustees to allot a large sum of tax payers money to begin improvements along 42

  • We succeeded in getting the WC Connections committee to recognize and included part of our own Pisgah Connections Plan in the West Chester Connections Plan as Don Burrell of OKI said our plan activities, population and Pisgah Business District is key to any grant applications for government funding.

  • During 42 road improvements, many businesses lost their signs and faced the expense of replacing their signs. Since WC staff favors monument signs, we succeeded in getting WC staff to create a lower cost wooden alternative to their preferred stone monument, and wave the application fee to encourage sign improvements along the corridor.

  • During the storms that created a great deal of tree damage along 42, we contacted the township in waving the fee for open burning applications. Catherine looked into this matter and took it to the county as well. It is my understanding that the fee was waved.

  • We succeeded in getting the township to change its policy which prohibited filming at public meetings as a violation of Ohio Sunshine Law. Click Here for link to Examiner Article

  • We created a number of informative videos for our association. The promotional video aired on WCTV.

  • At the directions of the trustees, we worked with WC staff to create a revitalization plan for the Pisgah of WC area to present to our members for approval.

  • Working closely with the Institutes for Justice , we defeated the township plan which economic redevelopment funding by law required the area to be declared blight and property turned over to a developer via eminent domain.

  • Provide networking assistance  for area businesses via our web site and community Facebook Page.
